the National Water Boundary Dataset. The hydraulic path\nfrom either downstream from the headwaters or upstream from ocean was counted\nto show precedence and priority based on longest flow paths.  Some\nassumptions were made for this effort:</span></p><ul>\n <ul>\n <ul>\n <li><span style=\"font-size:12.0pt;\">Modeling\n would not occur on basins existing wholly outside of the continental US.\n For locations that contribute to flow into the US, an inflow assumption\n would be make at the boundary of the first HUC that contains portions of\n united states territory. Basins existing outside of the US would be\n removed from our lists/estimations.</span></li>\n <li><span style=\"font-size:12.0pt;\">All\n HUCs with territory within the United States would be modeled using\n Riverine methods. The methodology for small Caribbean territories for\n example, or small islands within the Great Lakes will likely have a\n combination of inland and coastal flooding.</span></li>\n <li><span style=\"font-size:12.0pt;\">Larger\n Bay features are considered the boundary for riverine features, and not\n dependent on downstream riverine routing, if the bay extends through\n multiple HUCs (Example: Chesapeake Bay)</span></li>\n <li><span style=\"font-size:12.0pt;\">The\n lower Mississippi River HUCs, and other similar areas on the largest few\n drainages will likely need to be re-delineated for FFRD modeling\n purposes, as currently drainages are split in ways that will be\n complicated to model due to backwater impacts extending through multiple\n HUCs, and or Feedback loops from the largest of reservoirs. There would\n also concerns on fragility with Levees acting as boundaries of the HUCs.\n Therefore, these areas are subject to change as we move though the FFRD\n process.</span></li>\n <li><span style=\"font-size:12.0pt;\">Continental\n United States (CONUS) basins will be prioritized until adequate data\n sources (i.e., terrain/gridded precipitation or precipitation\n alternative) is available for a given OCONUS HUC or HUC that covers\n territory within the United States as well as a neighboring country.</span></li>\n </ul>\n </ul>\n</ul><p style=\"margin:12pt 0in 0in 0.5in;
